Why is the start score higher than they screening score at Progress Monitoring setup?

The higher start score is because the student was set up with Progress Monitoring for a certain amount of time after completing screening. The FastBridge system takes into consideration that students are learning during that time period and that would impact their actual start score for Progress Monitoring vs what they received as their screening score.
